Job Brief

Ensure the long-term value of SRP’s integrated resource portfolio through multi-dimensional scenario planning; quantitative analysis of regulatory policy; proposing answers to strategic open-ended problems; developing long-term commodity price forecasts; and developing or acquiring new generation resources.

Job Responsibilities

  • Economic, operational, and statistical analysis of new generation and demand-side resource options and emissions control alternatives, including emerging technologies.
  • Negotiation of Power Purchase Agreements and outright power plant acquisitions.
  • Assessment of Electric Transmission Requirements.
  • Developing new grid-scale generation resources including siting, permitting, technology selection, and determining fuel supply, transmission, and water supply requirements.
  • Strategic Competitive Market and Business Studies and Analysis.
  • Integrated resource planning utilizing complex hourly production cost modeling, both stochastic and deterministic, and the application of scenario planning principles and techniques; produce capital, O&M, and fuel expense requirements associated with the plan.
  • Developing long-term, hourly Electric Price Forecasts by analyzing regional supply and demand conditions.
  • Gas Price Forecasting, New Generation Forecasts.
  • Analyze the economic and operational impacts of environmental and other regulatory policy proposals and develop responses to these proposals on an SRP-specific and state-wide basis.
  • Developing answers to complex, open-ended questions involving significant uncertainty and ambiguity with meaningful economic and operational implications.
  • Communicate analytical results and recommendation to all levels within SRP as well as external stakeholders.

Education

Completion of a Bachelor's Degree from an accredited institution that prepares the employee for the assignment.

Experience

Promotion to Level 2 requires a minimum of two years experience at Level 1; demonstrated capability to perform
advanced and more difficult work as determined by the supervisor.

Promotion to Senior Level requires a minimum of three years experience at Level 2; is fully competent in all aspects of functional area of assignment and as such would be recognized as a specialist in area of assignment and may have periodic or occasional lead responsibilities.

 

The candidate must have related experience such as electricity and/or natural gas trading, generation asset evaluation, transmission or generation engineering, transaction negotiations, regulatory policy analysis, computer programming and/or database management, production cost modeling, quantitative risk analysis, power system operations, forecasting utilizing sound statistical models and techniques, new resource permitting and siting, project management, and resource acquisition due diligence work.

The position requires the ability to discreetly prepare and use proprietary and sensitive information under confidentiality.

 

Quantitative problem solving skills.
Power plant design, operations, and economics.
Understanding of the western interconnect transmission system.
Familiarity with computer programming and/or database management (VBA, SAS, SQL, etc.).
Understanding of natural gas, electricity, and/or emissions trading markets and familiarity with related transactions.
Production cost modeling techniques and models.
Understanding of new and emerging resource technologies and how to value them in a generation portfolio.
Complex transaction agreement negotiations.
Refined communication skills.
Knowledge and understanding of regulatory policies impacting resource design, permitting, and operations.
Open-ended problem solving.
Understanding how resource economics impact SRP’s financial metrics and retail prices.
Able to develop and maintain productive business relationships within the company, in the industry, and with other company’s negotiating teams.
